This volume of IBS Scientific Workshop Proceedings collects research work from the International Symposium on Computer Science, Computer Engineering and Educational Technology in 2019. The International Symposium on Computer Science, Computer Engineering and Educational Technology (ISCSET) has a long history. This international event has been annually organized since 2012, and is now starting to attract many young researchers from different countries. This year, the International Symposium on Computer Science, Computer Engineering and Educational Technology has welcomed participants from Afghanistan, Bangladesh, China, Egypt, Germany, India, Mongolia, Morocco, Portugal, Russia and Syria.
